Because the program isn't all that easy.

For one thing, a clunker under this law isn't what you'd think it would be: the definition has little to do with age or condition and everything to do with your present car's combined EPA fuel economy rating (although age does matter a little as cars older than 25 years aren't eligible).

There also are wrinkles like the $45,000 maximum price tag on vehicles that can be purchased with the help of a clunker voucher, and the fact that there's not really any clunker cash, or even a real voucher, just paperwork that gets you an immediately applicable credit.

And did you know that your old car or truck gets crushed, and that's the difference between the fuel economy on your clunker and the fuel economy of the vehicle you want to buy affects how gig a clunker credit yo get?
